On Wednesday, November 1, 2006, Houston Mayor Bill White responded to com,plaints by conservative Republicans that the city's health department was giving free flu shots at pollign places in poorer Black and Hispanic neighborhoods. Health department officials said they were only trying to reach people in these medically underserved communities.
