Processing Delays in WV: result of heavy voter registration or overt fraud? An article from the Huntington Herald-Dispatch: Some voters who attempted to register to vote in West Virginia through non-governmental voter registration drives (including drives conducted by Sproul & Associates) believe that they failed to receive their voter registration cards because their registration forms were destroyed by said groups. Additionally, Cabell County Clerk Karen Cole warns voters not to fall for a phone scam encouraging voters to vote absentee. Absentee ballots from voters ineligible to vote absentee will be labeled "provisional," and may not be counted in vote totals.

Voters disenfranchised by absentee ballot/vote by phone scams From the Charleston Gazette: voters in Cabell and Kanawha counties have been contacted by both automated calls and individuals offering them the chance to "vote by phone" or to obtain an absentee ballot. Voters ineligible to vote absentee receive "provisional" ballots, which may or may not be counted, and cannot take back the ballot and vote by normal channels once the absentee ballot has been submitted.
