Peace Protests

Background
Born on October 25, 1940, to Dr. Walter S. Smith and Mary Elizabeth Smith. He received both a BA and JD from Southern Baptist Convention affiliated Baylor University. While in law school, Judge Smith was editor of the law review and served as president of the Phi Delta Phi law fraternity. Smith is an elder in the First Presbyterian Church of Waco, affiliated with the Presbyterian Church USA.
In 1979, Smith was appointed by Republican Governor Bill Clements to the 54th Judicial District Court of McLennan County and not long thereafter as U.S. Magistrate Judge for the Western District of Texas. Gov. Bill Clements was the first Republican to serve as Governor of texas since Reconstruction.
In 1984, Republican Senator John Tower recommended Judge Smith for an appointment to the Federal bench. Tower was the first Republican Senator from texas since Reconstuction. Republican President Ronald Reagan then nominated him for the position. He received Senate confirmation on October 4, 1984 and was sworn into office on October 6, 1984. Since then he has served as the first and only resident United States District Judge in the Waco Division. On June 1, 2003, Smith was elevated to the position of chief Judge of the Western District of Texas.
