Circuit Courts

How should references to circuit courts be tagged?

There are not a lot of references, but it appears that the majority are opting for the number like 4th Circuit vs Fourth Circuit

Looks pretty even to me: ten with digits, eight with written out numbers. I'm inclined to write the numbers out for all the courts of appeals. More important, how do we want the standard tag to look like? Ninth Circuit? Ninth Circuit Court of Appeals? One tag mentions that it's the D.C. Circuit.
This ties into a similar and more pressing tagging standard with constitutional amendments (which can be moved elsewhere if appropriate). They seem to vary by amendment. First amendment (246) over 1st amendment (62), fourth amendment (107) over 4th amendment (66), but fourteenth amendment (7) under 14th amendment (19).
I think we should standardize on written-out numbers (placed first) for constitutional amendments. Various state amendments would not be covered by this: tags tend to look like "Amendment 2" or "Amendment E", and shouldn't be confused with the U. S. Constitution.
