S.Con.Res. 7-Gregg proposal

The Gregg Proposal or Gregg Amendment is a proposal by Republican Senator Judd Gregg, which is not yet a submitted amendment to a bill or resolution, but which has been offered as a proposal during negotiations surrounding bringing the Senate's concurrent resolution (S.Con.Res. 7 otherwise known as the "Warner-Levin resolution")—which is a non-binding resolution in opposition to Bush's troop escalation in Iraq—to debate on the Senate floor.

It is widely seen as a political derailing maneuver, to scuttle debate on the Warner-Levin resolution, which—though non-biding—would be highly critical of Bush's so-called "new way forward" strategy in Iraq, and be viewed as a warning to Bush that Congress would move in opposition to escalation of our involvement in Iraq.

According to Gregg the "amendment" would say:

It is the sense of the Congress that Congress should not take any action that will endanger the United States military forces in the field, including the elimination or reduction of funds for troops in the field, as such action with respect to funding would undermine the safety or harm their effectiveness in pursuing their assigned missions.

While it is often refered to in the media, and even on the floor of the Senate as an ammdmeent, it has not yet been introduced as formal amendment, legislative bill, or resolution in the Senate.
