Russ K. Saito

Russ K. Saito, was appointed by Gov. Linda Lingle in December of 2003 to be director of the state Department of Accounting and General Service (DAGS).
Saito oversees eight divisions within DAGS: Accounting Division, Audit Division, Information and Communication Service Division, Hawai`i State Archives Division, Automotive Management Division, Central Services Division, Public Works Division, and Land Survey Division. In addition, he oversees four agencies: State Foundation on Culture and The Arts, State Procurement Office, Stadium Authority, and King Kamehameha Celebration Commission.
Saito’s duties are to improve the procurement process, strengthen project and construction management, shorten processing and payment intervals, effectively use IT resources, and increase efficiency of operations.
Saito, retired after a 34-year career with GTE/Verizon, served initially as an engineer, then for 25 years as a manager and director.
Saito is a graduate of Kaimuki High Schoool. He recieved engineering degrees from the University of Hawaii, and a masters in business management from Central Michigan University, Hawai`i Campus.
