Private military company

From dKosopedia

Private military companies, also known as mercenaries, provide "security services" in combat zones. Their work can include not only armed combat, but intelligence and interrogation, as well as infrastructure and support services. Although these firms have existed throughout history, they were very rare inside of the United States before the Iraq War began in 2003.

Apparently a legal loophole meant that U.S. mercenaries working abroad were not covered by either civilian law, or the Uniform Code of Military Justice.
