I leave it to Jbet777 to continue updating this article. This is the third time Dubya has exercised his power to create a National Monument. Interestingly, the other two times were in New York County, Borough of Manhattan. See the White House web site, search on 'National Monument'.

It's the biggest marine reserve in the world, today, Thursday 15 June, 2006, now exceeding the size of Australia's analogous Great Barrier Reef reserve.

Basically, the money was in place to privately buy out all the commercial interests. It was win-win for Dubya.

Interesting question. Just which of the Hawaiian Islands are actually part of the political unit called Hawaii. We know Block Island is part of New York, just as Oracroke Island is part of North Carolina, and just as Catalina Island is part of California.
