I removed the statement about mandatory sentencing being responsible for the USA having one of the highest incarceration levels because saying so ignores a whole bunch of other reasons, not to mention making a factual statement like that ought to be sourced. Additionally, I reverted last changes because it added additional factual claims unsourced, which additionally would be very difficult to prove (how do you prove what "most people" _thought_ in the 19th century? At least provide a source if a scholar has asserted this using some means.) Also, spelling errors were put back in when modified by last editor, another reason I reverted.

This article is not up to the standards of many of the front page articles.
