Kalaeloa Community Development District

The Kalaeloa Community Development District includes the land formerly occupied by the Barbers Point Naval Air Station, and consists of approximately 3,700 acres of land, including waterfront land, bounded by Ewa, Kapolei, and the Campbell Industrial Park.
The closure of the Barbers Point Naval Air Station was announced in 1993. Shortly thereafter, the Legislature established the Barbers Point Naval Air Station Redevelopment Commission (BPNAS-RC) to guide the redevelopment of the area.
On July 1, 2002, the Hawaii Community Development Authority became the redevelopment authority for Kalaeloa, assuming responsibility for facilitating redevelopment in the district.
Kalaeloa Redevelopment Plan
The Kalaeloa Redevelopment Plan was established by the BPNAS-RC. It calls for mostly public uses by federal, state, and local government agencies, with private uses to be allowed on land owned by the Department of Hawaiian Home Lands. The Navy has retained approximately 1, 100 acres at Kalaeloa, which has not been included in the plan.
