Joe Frank Harris

Joe Frank Harris, a conservative Democrat, is a former Governor of Georgia. He served in the Georgia House of Representatives, rising to become Chairman of the House Appropriations Committee, before winning election as Governor in 1982. He was re-elected in 1986. Harris remains unrepentant in his conservative views.
