H.R. 6-110 — To reduce our Nation's dependency on foreign oil by investing in clean, renewable, and alternative energy resources, promoting new emerging energy technologies, developing greater efficiency, and creating a Strategic Energy Efficiency and Renewables Reserve to invest in alternative energy, and for other purposes.: January 22, 2007: Read the second time. Placed on Senate Legislative Calendar under General Orders. Calendar No. 9.

According to an L.A. Times article, the lobbying firm of Bracewell & Giuliani convinced representatives Gene Green and Chet Edwards to pressure Nancy Pelosi to make this bill friendlier to the oil industry:

Green said the process worked because Pelosi took the unusual step of calling on "energy state legislators to tell her what we could agree to." Green particularly was a point of contact for the industry and for staff. On Jan. 9, he held a private meeting of about a dozen Congress members and 20 to 30 lobbyists — including those representing every major oil company — to go through the legislation.
