Felipe Abinsay (born Feb. 28, 1949), a member of the Democratic Party, represents the 29th Representative District in the Hawaii State House of Representatives of the Hawaii State Legislature. The 29th District includes the Sand Island, Mokauea, Kalihi Kai and Kapalama areas of the island of Oahu, in the state of Hawaii.

According to a Honolulu Advertiser article dated July 20, 2006, the following was reported about Rep. Abinsay:

Abinsay became chairman of the Committee on Agriculture in 1998, three years after being appointed to the seat by then-Gov. Ben Cayetano.
As House agriculture chairman, Abinsay — who was a farmer in the Philippines before coming to Hawai'i — was instrumental in passage of the Important Agricultural Lands bill that will preserve and protect designated lands, changes to the animal quarantine laws and repairing and maintaining the state's aging agricultural irrigation systems.

The Advertiser article also stated that Rep. Abinsay would not be running for reelection due to health and family concerns.

Abinsay has a fair to good environmental voting record according to the Hawaii Sierra Club. (see external links to Sierra Club Scorecards)
