ReadtheBill.org Education Fund is the leading national non-profit organization promoting open floor deliberations in Congress. (It's run by Rafael DeGennaro, an independent who was Democratic House staff during 1983-89, and later worked for Friends of the Earth and co-founded Taxpayers for Common Sense.) ReadtheBill.org does not work on committee process, only on making bills available before it is in order to consider them on the floor. ReadtheBill.org has worked with Rep. Brian Baird (D-WA), who in the 109th Congress introduced H.Res. 688 to require that House bills be posted online for 72 hours before any floor debate. It also closes various loopholes.
