This is a so-called "troll poll" and is not an ethical way to block anyone.
Some questions:
Do you actually know what a troll is? Is there an objective meaning for this term? See en: wikipedia: Internet troll for some eye-opening illustrations of what trolls might be doing
Would you prefer to encounter this person's arguments on this wiki, where they are outnumbered and can be answered to at leisure, or say in the mass media, or on the street, with your not having heard them and not having answered them before, and perhaps having no ready answer? Don't your enemies strengthen your arguments by coming here to make their own responses EARLY, rather than making you encounter them LATE?
Don't you generally oppose the censorship of unpopular views in the mass media? Why should it be different here?
Is this person actually pretending to be someone else, or is this an obvious troll name? See en: dowire: troll name for why it's more ethical to be an obvious troll - like myself - than to claim what seems to be an onrdinary user's name.
Has this person actually engaged in vandalism, putting in things that have no source whatsoever, or is there even ONE valid source for the facts they quote?
Are you being sufficiently welcoming of the New Troll point of view? If this is a troll, and a new troll, have you sufficiently heard all that she/it has to say?
It's not ethical to simply conduct a "troll poll" - truth is not a popularity contest and democracy requires more due process than that

You don't know why they adopted that name, though, your explanation seems likely, you can't verify it. There is no policy against user names that appear to be the names of real well-known people. If there should be, then, write one.

This user has also committed acts of vandalism. For these reasons alone, he/she/it ought to be banned.

Vandalism is a valid reason to block IP numbers. Confusing a block of an IP with a "ban" of a particular person (whose identity you admit that you don't know) is foolish, since, you will not know when that person has returned.

You have no idea what is "likely". Certainly trolls delay your so-called "progress", in this case, "progress" towards a Guantanamo Bay-like quasi-judicial kangaroo court non-process characterized by the troll poll above. We, trolls, have merely asked the question, to ensure that all trolls are being treated equally and fairly. Vandalism is obviously valid as a reason to block or remove IPs. Misleading user names may also be, but, if so, where is the policy that says, clearly:
Users who adopt names that appear to be real names of real persons, who are not those real persons, may be requested to change their names or lose that ID.

This is a left/progressive/liberal/Democratic site. Articles should be written from that standpoint.
User "Cindy Sheehan" has violated that policy. Furthermore, the guidelines state:
In general, though, the dKosopedia follows the Wikipedia policies and guidelines.
Which brings us to the Wikipedia guidelines, which state:
Usernames that are designed to impersonate legitimate users may be blocked immediately and indefinitely.
Note that DailyKos.com and the dkosopedia share much of their membership, and "Cindy Sheehan" is indeed a legitimate user of DailyKos. An account under that name at dKosopedia is impersonating her.
Furthermore, those guidelines also state
The Wikipedia community, taking decisions according to appropriate community-designed policies with consensus support, or (more rarely) following consensus on the case itself.
So the process here is one of establishing that consensus.
Finally, I don't understand your point in trying to draw a distinction between the banning of this user, which is being called for here, and enacting an IP Block. A block is the technical means to enforce the ban, so there would be no point in blocking this user's account or IP unless he/she/it were banned.
By the way, you have not signed your posts on this Talk page, which is a violation of policy. is that grounds for banning?
